What We Do

O’Neill, Athy & Casey founded in 1977, is a Washington, D.C.-based law firm specializing in government relations and advocacy before Congress and the Administration. We are a small, hands-on firm, with a solid record of representing a diverse group of clients in Washington.

O’Neill, Athy & Casey provides the highest level of attention and a full range of legislative and regulatory services, such as direct advocacy with Members of Congress and federal agencies and departments, providing strategic advice, developing implementation plans, preparing advocacy materials, and monitoring all congressional and administrative activity relevant to our clients.

Special areas of emphasis within our practice include: federal health care policy; telecommunications; congressional oversight and investigations; financial services; energy policy; transportation; tax issues; and the federal budget and appropriations process.

Many of our clients have been with us for over two decades. We believe our long-term representation of our clients is a testament to the success of O’Neill, Athy & Casey on their behalf.

Christopher "Kip" O'Neill
Partner
Kip O'Neill brings with him years of extensive legislative and political experience from serving both on Capitol Hill and in leading the efforts of his legal and government affairs firm. He served as legislative assistant to the Hon. Edward P. Boland (D-MA) 1972-1976 and as Counsel to the Senate Committee on Commerce, Science and Transportation 1976-1977. President and founding partner of the law and government affairs firm, O’Neill, Athy & Casey, P.C., 1978-Present. Mr. O'Neill served for six years (1980-1986) as the General Counsel to the Democratic Congressional Campaign Committee (DCCC).

He served as an original and the youngest founding Board Member of the Congressional Award Board and Foundation established by the U.S. Congress. He continues to serve on the Board of SOME (So Others Might Eat) and as the founding Trustee, Chairman and now Emeritus of the O’Neill Scholarship Fund/Trust at Boston College.

Mr. O’Neill received his BS in Economics from Boston College and his JD from Georgetown University Law Center. He is the son of the late US Speaker Tip O'Neill, and learned his earliest political lessons while working on and managing his father's campaigns. He traveled the country extensively with his father campaigning, advising and supporting Democratic Members of Congress in over fifty Congressional Districts.

Andrew Athy
Partner
A partner at O'Neill, Athy & Casey since 1983, Mr. Athy specializes in providing representation and strategic advice on legislative and oversight matters before the Congress. Leading subject matter areas include higher education, energy, telecommunications, trade, environment, banking and finance, the automotive industry and budget issues.
Mr. Athy served as Chairman of the Secretary of Energy Advisory Board (SEAB) from 1998 to 2001. During his tenure, SEAB produced for the Secretary reports on a number of topics including DOE's nonproliferation programs in Russia, DOE's Foreign Visitor program, the National Ignition Facility Laser System Task Force and a fusion energy report. For his service as SEAB Chair he received in 2001 the Secretary's Gold Award for Excellence.
From 1978 to 1981 he served as counsel to the House Energy and Commerce Subcommittee on Energy and Power where he had both oversight and legislative responsibilities primarily in the area of energy regulation. Measures, among others, enacted into law on which he had a significant role were the utility regulation section of the National Energy Act and the Pacific Northwest Power bill. 
He served from 1975 to 1978 as Counsel in the Enforcement Section of the Federal Election Commission Office of General Counsel where he handled compliance matters under the Federal Election Campaign Act and assisted in drafting regulations for the Commission's consideration and adoption.
From 1973 to 1975 he served as Deputy Assistant Attorney General in the Appellate Section of the Criminal Division of the Office of the Attorney General for the Commonwealth of Massachusetts. His responsibilities were principally appellate advocacy and motions which required regular appearances before the Massachusetts Superior Court and selected appearances before the Massachusetts Supreme Judicial Court.
He has lectured at the University of Pennsylvania Law School on congressional process.
Mr. Athy is a graduate of the University of Pennsylvania and Georgetown University Law Center and a member of the Bars of the District of Columbia and the Commonwealth of Massachusetts.
